The article examines the fundamentals of personnel management and strategic approaches to developing human resources policy in a modern dynamic business environment. The role of effective human resource management is defined as a key factor in ensuring the competitiveness of an organization and achieving its strategic goals. Special attention is paid to the impact of martial law on the functioning of enterprises, which necessitates the adaptation of HR processes, increased flexibility of managerial decisions, and ensuring business continuity.
The relationship between the main management functions — namely planning, organization, coordination, and staff motivation — is analyzed, as these functions ensure the integrity and effectiveness of management processes. During periods of instability, effective human resource planning, timely response to changes, and employee support become particularly important.
Particular emphasis is placed on the formation and development of employees' professional competencies as an essential element of HR policy, as well as modern approaches to performance evaluation. The importance of implementing performance assessment systems that contribute to increased labor productivity, professional development, and employee engagement is highlighted. Special attention is given to the need to create a favorable socio-psychological climate within the team, which becomes especially critical during wartime due to heightened stress and uncertainty.
The importance of continuous learning, professional development, and personnel adaptation to changes in the context of digitalization, globalization, and military challenges is substantiated. It is demonstrated that an effective HR policy must be flexible, innovative, and oriented toward a long-term perspective, taking into account the needs of both the enterprise and its employees. It is concluded that a strategic approach to personnel management should be integrated into the overall corporate governance system in order to ensure organizational stability and sustainable development.
The study employs methods of analysis, synthesis, and a systems approach; the appropriateness of a comprehensive approach to personnel management under martial law conditions has been established.
