The article examines the theoretical and applied foundations of the formation of value creation chains in the healthcare sector and substantiates a business model for improving the efficiency of their functioning. It is proven that value creation chains in healthcare represent a complex system of interconnected processes and actors aimed at achieving not only clinical but also broader socio-economic outcomes. It is established that their formation is based on the value chain concept, which in the healthcare sector acquires a socially oriented meaning, as the final effect is manifested through improved quality and life expectancy of the population, reduced productivity losses, and strengthened human capital. The specific features of such chains are identified, including the intangible nature of outcomes, multi-actor interaction, and high regulatory dependence. It is substantiated that the efficiency of forming value creation chains is ensured through the systemic integration of their key components, including the scientific and innovation base, resource provision, financing, the delivery of medical services, prevention, and supporting infrastructure. The coordinated functioning of these elements contributes to minimizing resource losses and increasing the medical and social outcomes. It is determined that an important tool for coordinating the interaction of value chain participants is a business model that integrates strategic development priorities, economic incentives, institutional mechanisms, and innovative digital solutions. A business model for improving the efficiency of the formation of value creation chains in healthcare is proposed, which includes nine interconnected elements and ensures the transition from fragmented resource management to a systemic results-oriented approach. Its implementation will contribute to improving the quality of medical services, optimizing costs, strengthening the resilience of the healthcare system to external challenges, and reducing social disparities in access to medical care. The practical implementation of the proposed approaches will create preconditions for the development of a competitive, socially responsible, and efficient healthcare system capable of generating long-term societal value.
