Abstract

Fluctuations in global oil prices under martial law create a complex set of economic, infrastructural, and managerial challenges for Ukraine, since a significant part of the national logistics sector remains directly dependent on diesel fuel, gasoline, and other petroleum products. Under current conditions, the fuel component is no longer merely one element of transportation costs; it acquires the significance of a strategic factor that determines the resilience of logistics chains and the financial stability of enterprises. For Ukrainian logistics companies, this dependence is intensified by wartime risks, including infrastructure damage, the blocking of traditional routes, and the increasing duration of transportation.

The instability of the oil market is directly transformed into the unpredictability of costs for Ukrainian carriers, since the final price of fuel depends not only on the exchange price of oil, but also on the exchange rate, import logistics, the tax burden, the availability of regional supply channels, and the overall security situation. As a result, even a temporary decline in global oil prices does not guarantee cheaper fuel on Ukraine’s domestic market.

The combination of energy security and the digital transformation of logistics is becoming particularly relevant. In a situation where traditional transportation schemes are losing stability and fuel costs are becoming difficult to forecast, digital technologies are turning into an instrument not only of modernization but also of crisis management. The use of GPS monitoring, cloud-based transportation management platforms, intelligent transport systems, and IoT solutions makes it possible to reduce unproductive mileage and optimize routes [8].

The further development of Ukraine’s logistics systems requires a comprehensive approach that should combine the diversification of fuel supply sources, the implementation of energy-efficient technologies, the gradual use of alternative transport, and the expansion of digital management tools. Under wartime conditions, logistics can no longer be viewed merely as the process of moving goods from producer to consumer; it functions as a system for managing risks, resources, information, time, and fuel costs.
