Methodological approach to assessing the development of the human capital of managerial personnel in healthcare under wartime conditions

The relevance of the study is driven by the growing role of managerial staff in ensuring the resilience and adaptability of healthcare enterprises under wartime conditions. Particular importance is attached to assessing the development of their human capital with regarding to healthcare specificity and wartime risks. The purpose of the article is to develop a methodological approach to assessing the development of the human capital of managerial personnel at healthcare enterprises under the conditions of the wartime period in Ukraine. The research methods: analysis and logical generalization, the index method, Shannon entropy weighting, additive aggregation, and analytical grouping. The calculations were performed using an author-developed Python program. The empirical basis of the study comprises data from healthcare enterprises in the city of Kharkiv and Kharkiv region for 2014–2025. The differences between managerial human capital and its other types are considered, including the strategic nature of its impact, the universality of skills, and the hybridity of competencies. The main stages of the methodological approach to assessing managerial human capital are substantiated. They include the formation of a system of partial indicators for evaluating its development, the normalization of these indicators and the determination of their weights, and the calculation of an integral index of managerial human capital development, first without and then with regard to staff turnover. The interpretation of the obtained values of the integral index for the studied healthcare enterprises made it possible to propose recommendations for their further development. The specific features of assessing the development of managerial human capital at healthcare enterprises during the wartime period are substantiated. The proposed approach is suitable for substantiating personnel decisions and selecting investment priorities aimed at strengthening the resilience of healthcare enterprises.
