Abstract

In the current conditions of digital transformation of the economy, a radical restructuring of approaches to financial planning is taking place, which is due to the growing role of data analytics, cloud technologies and decision support systems (DSS). Traditional financial monitoring systems are losing their effectiveness in the context of high market uncertainty, which actualizes the need to transition to predictive analytical platforms capable of providing scenario modeling and multifactor forecasting of socio-economic processes.

The purpose of the study is to substantiate the theoretical and methodological principles of integrating scenario analysis and custom KPIs into cloud analytical platforms and develop approaches to increasing the effectiveness of DSS for financial planning and assessing socio-economic processes in the small and medium-sized business sector.

The methodological basis is a systematic approach, methods of factor modeling, scenario analysis, as well as business analytics tools and concepts for building DSS. The approach of weighted aggregation of influence factors with division into internal and external determinants was applied, which allows for quantitative assessment of changes in key performance indicators.

As a result of the study, the presence of a functional gap between Enterprise FP&A platforms and simplified SaaS dashboards was established, which limits the access of small and medium-sized businesses to scenario analysis and factor forecasting tools. A factorial mathematical model of KPI forecasting was developed based on the weighted sum of directed influence factors, which provides the possibility of interpreting cause-and-effect relationships in socio-economic systems. The model was implemented and verified within the framework of a prototype of the Perfomia cloud SaaS platform, which combines scenario modeling, KPI customization, and real-time analytics.

It has been proven that the integration of DSS, scenario analysis, and cloud technologies forms a new approach to predictive management and assessment of socio-economic processes, ensuring increased validity of management decisions, transparency of analytics, and adaptability of financial planning in the digital economy.
