Abstract

In wartime conditions, with a growing shortage of skilled personnel, corporate social responsibility (CSR) becomes critically important for preserving and developing the human resource potential of construction enterprises. Purpose. The article aims to analyze corporate social responsibility as a tool for human resource development in construction enterprises and to substantiate the directions of its integration into the human resource management system to enhance human resource security in wartime. Methods. To achieve this goal, methods of theoretical generalization were used to identify the role of corporate social responsibility in ensuring the stability of the workforce; analysis – to establish the functions of socially responsible management and instruments of enterprises' social policy; economic and mathematical modeling – to assess the effectiveness of social investments. Results. The study substantiated the necessity of integrating corporate social responsibility into the overall human resource management system and adapting its elements to the specifics of the construction industry. The main functions of socially responsible management were characterized, including improving the motivational climate, social protection, personnel development, and strengthening the employer brand. Instruments for implementing enterprises' social policy were analyzed, including social security and guarantee programs, investments in personnel development, motivational mechanisms, and the creation of a safe and inclusive working environment. Special attention was paid to developing a comprehensive system of guarantees in the context of full-scale war. The expediency of using an integral engagement index as an indicator of the effectiveness of corporate social responsibility measures was substantiated, and the relationship between social investments and labor productivity growth was formalized. Conclusions. It was established that corporate social responsibility is not only a tool for reputational influence but also a factor in forming a stable human resource environment and increasing the competitiveness of construction enterprises. Effective integration of corporate social responsibility into the human resource strategy of construction enterprises is critically important and can be implemented based on a permanent analysis of the effectiveness of social initiatives.
