Theoretical and methodological aspects of economic regulation of the development of ecological tourism

In the context of increasing ecological and economic challenges and increasing anthropogenic pressure on natural ecosystems, the problem of developing ecological tourism as an important direction of sustainable socio-economic development is becoming more urgent. At the same time, the insufficient effectiveness of economic regulation mechanisms, limited financial incentives and the inconsistency of the interests of the state, business and local communities restrain its potential. This necessitates the scientific substantiation and improvement of the system of economic regulation of the development of ecological tourism in order to ensure a balance between economic efficiency, environmental safety and social responsibility.
The theoretical and methodological principles of economic regulation of the development of ecological tourism in the conditions of modern socio-economic transformations are revealed. It is substantiated that ecological tourism is a promising direction of sustainable development, as it combines economic efficiency, preservation of the natural environment and improvement of the well-being of the local population. The role of ecological tourism in stimulating employment, filling local budgets, reducing territorial disparities and activating regional development is emphasized, especially in regions with high natural and recreational potential. It is emphasized that without proper economic regulation, the intensification of tourist activity can lead to the degradation of ecosystems, overloading of natural areas and aggravation of environmental problems. It is determined that the theoretical and methodological basis of economic regulation of the development of ecological tourism is the concepts of sustainable development, ecological economics and economic and legal regulation. The essence of the concept of sustainable development is revealed, according to which tourism activities should meet the needs of modern society without harming the reproduction of natural resources and the quality of life of future generations. The emphasis is on the principles of rational use of nature, optimization of tourist flows, reduction of anthropogenic load, preservation of biodiversity and formation of environmental awareness of participants in the tourism market. In accordance with the principles of ecological economics, natural resources are considered as a limited and strategically important factor of development, which requires the integration of environmental factors into the system of economic decisions. The main instruments of economic regulation of the development of ecological tourism are characterized, in particular tax incentives, environmental payments, subsidies, grant programs, investment support and mechanisms of public-private partnership. Attention is drawn to the effective development of ecological tourism, which is possible under the condition of combining market mechanisms and state regulation, forming an effective regulatory framework and harmonizing the economic interests of business entities with the requirements of environmental protection. It is substantiated that the implementation of certain theoretical and methodological principles of economic regulation of the development of ecological tourism will contribute to the sustainable development of tourist regions, increasing their competitiveness and preserving natural resource potential. The essence and content of the concepts of "sustainable development" and "sustainable development of tourism" are proposed.
