Abstract

The relevance of digital innovations for regional recovery is due to the need to ensure sustainable, comprehensive and adaptive recovery of territories in post-crisis conditions, when traditional infrastructure reconstruction is insufficient. At the same time, the problem arises of choosing specific digital innovations or their combinations that best meet the spatial, socio-economic and institutional needs of each region, take into account limited resources, different levels of institutional capacity and potential of communities, and ensure synergy between technological solutions, human capital development and management processes. The purpose of the study is to develop a conceptual basics for integrating digital innovation packages into regional recovery processes based on the Build Back Better approach. The relevance of digital innovations for regional recovery is determined. The main digital innovations important for regional recovery based on the Build Back Better approach are systematized. It is substantiated that the integration of digital innovations into the spatial recovery model allows for a transition from a sectoral to a territorially oriented approach, in which digital infrastructure, data and platforms become the “framework” of spatial development. Practical steps for integrating digital innovations into regional recovery are presented. A comprehensive model for integrating digital innovations into regional spatial recovery is developed, combining strategic vision, implementation tools and expected spatial results. The results of community surveys are summarized, indicating that the most widespread digital innovations are those related to basic digital infrastructure and everyday services. The results obtained confirm the feasibility of forming digital innovation packages that allow combining basic, socially oriented and infrastructure digital solutions with more complex technologies within a single spatial logic of Build Back Better. It is determined that the formation of a package of digital innovations for the restoration of regions is based on a systematic combination of spatial, institutional and technological dimensions of development in accordance with the principles of Build Back Better. The stages of the formation of a package of digital innovations for the restoration of regions are determined.
