The Ukrainian IT Services Market in the Context of Global Challenges

The purpose of the article is to conduct a comprehensive strategic analysis of the Ukrainian IT services market based on the SWOT methodology and to substantiate the directions for developing effective strategies for enterprises operating in the service sector under conditions of global challenges. It has been determined that the IT services market operates in the context of the transformation of the modern economy, influenced by digitalization, global competition, the increasing role of intellectual capital, as well as geopolitical risks and the adaptation of business models to the conditions of a prolonged war. It has been proven that the IT industry represents a specific market segment in which knowledge, competencies, and the capacity for innovative activity serve as the key determinants of competitiveness.
Based on the SWOT analysis of the Ukrainian IT services market, the strengths of the industry were identified, including a high level of human capital qualification, deep domain expertise, and business resilience, as well as weaknesses such as rising personnel costs, sensitivity to changes in the external environment, and an insufficient level of personnel cyber resilience. The study demonstrates that the development of the national IT market is closely linked to the growing demand for IT services in international markets, institutional support, and the advancement of emerging technologies. At the same time, significant threats were identified, including macroeconomic instability, migration processes, and rapid technological changes.
On the basis of the strategic alternatives matrix, the feasibility of implementing four key strategies has been substantiated: international expansion aimed at entering new markets; strengthening business resilience to external challenges; optimization of internal processes and operational costs; and diversification of the client base in order to minimize risks. Overall, the findings of the article contribute to understanding the importance of comprehensive analysis, a systematic approach, and the need to develop new adaptation models, ensure resilience, and transform the development vector of Ukrainian IT businesses toward a product-oriented and high-tech model.
