Ukrainian format solving of the food provision trilemma

Abstract

The article examines the trilemma of systemic conditions for Ukraine's food security in dynamics, as a key component of the state's national security, capable of guaranteeing its economic freedom and stability. The result obtained will become the foundation for harmonizing tripartite market interaction of stakeholders in the economic plane of the food security sector. The aim of the study is to identify possibilities for solving the food security trilemma by studying the dynamics of its sub-indicators in the military realities of Ukraine. Methods: economic analysis of the values of sub-indices that form an aggregate indicator – the food security index, which reflects the level of food well-being. Since in the aggregate they form the systemic conditions for its achievement, this scientific research involves the use of a systemic approach, considering the sphere of food security as a systemic (holistic) triad "state-producer-consumer", therefore it is based on the principle of trialectics, which requires finding ways to move from the opposition (conflict) of interests of the market parties to their reasonable compromise, and therefore involves identifying the source of the development of internal contradictions of the national food system.

Results: In the process of analytical work, a paradox was revealed: despite the martial law in Ukraine with its catastrophic consequences, a state of systemic stability of the supply of food to the population was achieved, as evidenced by the practically equal values of the food security sub-indices in 2024. The factors that provoked its achievement were identified, and their nature was analyzed and substantiated. An idea was formed about the preservation and search for opportunities to guarantee the dynamic stability of system conditions, capable of providing the domestic food security sector with endurance to the influence of variable external and, due to them, internal economic circumstances of its functioning. Based on the analytical work carried out, a conclusion was drawn: solving the trilemma of food security for the population seems possible through the activation of the work of all stakeholder groups, in particular latent ones, which are characterized by a low level of stability of relations – the solution lies precisely in creating the conditions necessary for its increase
