Theoretical and Methodological Foundations and Practical Tools for Resource Provision of Local Communities

Abstract

Purpose. The article explores the theoretical and methodological foundations as well as practical instruments for ensuring resource provision for local communities, taking into account the imperatives of sustainable development, institutional capacity, and the optimal use of financial, material, and human resources. The relevance of the study is reinforced by the multifaceted challenges arising from climate change, economic instability, social tensions, and geopolitical threats, with particular urgency in Ukraine due to the full-scale war initiated by RF. A significant number of territorial communities have suffered extensive destruction of critical infrastructure, loss of human capital, and depletion of local resources, while facing escalating social demands and the need to transform governance practices. Methods. The research analyses key issues in the management of financial, material-technical, and human resources within local communities. The study proposes the use of the Cobb–Douglas production function as a methodological tool for assessing the influence of various factors on the overall capacity of communities to manage resources effectively. Particular attention is devoted to the conceptualisation of the technological level as a determinant of the productivity of available resources. Results. The study provides a comprehensive overview of the current state of resource provision in Ukrainian territorial communities. Strategic directions are identified for enhancing the efficiency of resource utilisation, including the implementation of digital technologies, activation of self-organisation potential, development of public–private partnerships, and mobilisation of alternative sources of financing. The necessity of transitioning from fragmented administrative solutions to integrated resource management approaches is substantiated, with due consideration for the security context, sustainability goals, and recovery practices. Conclusions. The findings can be utilised to improve decision-making in the field of resource management under conditions of multidimensional crisis. The proposed tools contribute to strengthening institutional and social resilience, mobilising internal capacities, and laying the foundation for sustainable, secure, and autonomous local development.
