The purpose of the study is to explore the current state and features of the socio-economic development of the Zakarpattia region under martial law, with a specific focus on the role of external financial support provided by the European Union and Hungary. The research emphasizes how external financial inflows contribute to preserving entrepreneurial potential, supporting employment, modernizing infrastructure, and maintaining the national and cultural identity of the Hungarian minority. The methodology of the research combines statistical analysis, comparative-analytical approaches, and generalization of international aid practices in regions with similar socio-economic conditions. The study is based on official reports from national and local authorities, publications of international donor organizations, and the results of field surveys and regional monitoring. The main findings show that foreign assistance, particularly Hungarian funding for educational, social, cultural, and economic initiatives, has had a significant positive impact on community functioning, mitigation of emigration tendencies, support for entrepreneurship, and infrastructure improvements. In conclusion, the study stresses the importance of strategic integration of external financial resources into the long-term development policy of the region, the activation of cross-border cooperation at the community level, and institutionalization of partnerships between state and non-state actors.
