Problems of managing the lease of agricultural land resources at the level of territorial communities

The article analyzes the current state of domestic regulation of agricultural land lease relations by local self-government bodies, which currently has certain advantages, namely: the possibility of productive use of land resources even without the landowner's ability to cultivate agricultural land; it is an indisputable fact that the rent for land shares forms a part of the income of the rural population, municipalities and the state; due to the need to pay rent, processes of efficient land use are stimulated.
In Ukraine there are certain problems caused by the inadequacies of the management system in the field of agricultural land leases, the most significant of which include the lack of effective influence by local self-governments on the processes of agricultural land use under lease terms and the right to terminate land lease contracts in case of non-target and inefficient land use, as well as the fact that the mechanism of the domestic payment for the lease of state-owned land belonging to the tax system is not made in accordance with the procedure for calculating and paying a typical tax payment.
Directions for improving leased land relations at the level of municipalities and territorial communities can be: development and practical implementation of territorial geoportals in each local community; urgent full-fledged land cadastral work together with normative monetary assessment of agricultural land throughout the territory of Ukraine; giving the local self-government the right to terminate the validity of such a lease agreement with respect to agricultural land, as well as the right to apply fines in case of non-targeted or inefficient use of them; fixing the rates of rent for the state-owned land in the Tax Code of Ukraine, or excluding the rent for the state-owned land from the tax system of Ukraine.
