Digital transformation of regional economy: theoretical and methodological foundations, potential and strategic development vectors

The article considers digital transformation as a key vector of modernization of the regional economy under global challenges, in particular digital inequality, decentralization of governance, and the need for innovative growth. Digital technologies are increasingly determining the competitiveness of regions; therefore, a comprehensive approach to assessing the digital maturity of territories and developing strategies for their digital development is becoming relevant.
Purpose: to explore the theoretical and methodological foundations of the digital transformation of the regional economy, to assess the digital maturity of Ukrainian regions, and to formulate strategic directions for ensuring sustainable digital development under socio-economic instability.
Methods: the study applies general scientific and special methods, including structural-functional analysis, index evaluation, expert normalization, and comparative analysis to examine the dynamics and spatial disparities of digital transformation.
Results: a composite model for assessing the digital maturity of regions has been developed, which includes five key indicators: internet coverage level, population digital skills, access to electronic services, digital infrastructure development, and implementation of digital technologies in governance. The indicators were normalized, digital maturity indices calculated, and clustering of regions according to the level of digital development conducted. The results reveal interregional disparities reflecting the uneven development of digital processes. The study outlines key barriers to digital transformation of regions, including infrastructural and financial constraints, lack of qualified personnel, low level of digital competencies, and weak institutional capacity of communities. Domestic and international digitalization practices have been analyzed, particularly the experiences of Poland and Estonia, which demonstrate the effectiveness of integrated approaches to regional digital development. Special attention is paid to the identification of priority directions of state support for the digital economy, including the development of digital infrastructure, digital education, innovation stimulation, and public-private partnerships.
Conclusions: the feasibility of forming a coherent digital policy at the national and regional levels is substantiated, as well as the need to strengthen the institutional and human resource base of territorial communities and implement strategic mechanisms to overcome digital inequality. The obtained results can serve as a basis for the development of regional digital strategies and recommendations for public authorities and local self-government bodies.
